Terms of Reference (ToR) for the consultancy service to Three-Day Gender-Based Violence (GBV) Case Management Training
1. Overview
Rural Development Centre (RDC) Nepal is a non-governmental, non-political, and non-profit making organization established in May 2002 with its headquarters in Rautahat District of Nepal. Since then, RDC has been heavily engaged in humanitarian assistance, community development, conservation of natural resources, and environmental protection mainly in the Terai region of Nepal through the dozens of humanitarian and long-term development projects reaching out to the children, adolescent boys, and girls, youth, women, land poor, urban poor, and people living with disabilities, HIV & AIDS, conflict and disaster survivors from most poor, historically marginalized communities such as Dalits and Muslims, Indigenous communities and other underprivileged groups.
2. Background
Rural Development Centre (RDC) Nepal Rautahat is implementing a gender and protection-related project in the Rautahat district with the support of Islamic Relief Nepal, emphasizing interventions in protection and livelihoods. This project "Accelerating Actions to Reduce Gender-Based Violence (GARVA)," was initiated in June 2023 and is implemented in the Rajpur and Chandrapur municipalities of Rautahat district. This project aims to reduce Gender Based Violence (GBV) and enhance the well-being of 34,155 women, men, girls, and boys in the project's target municipalities
The project focuses on achieving its objectives through three key outcomes:
Outcome 1 (Enhanced Livelihood Opportunities): Providing livelihood opportunities for 1,000 GBV survivors and at-risk women and girls in Rajpur and Chandrapur Municipalities.
Outcome 2 (Improved Awareness and Protection): Educating communities, families, and children on protection issues, fostering better attitudes, knowledge, and behaviors, and enhancing preventive and responsive protection mechanisms.
Outcome 3 (Strengthened Public Services): Improving the delivery of public services and GBV prevention efforts in Chandrapur and Rajpur Municipalities and across Rautahat district.
3. Rationale of the consultancy
Gender-Based Violence (GBV) and related protection concerns continue to pose serious challenges, requiring coordinated, survivor-centered, and rights-based responses. Effective case management is a cornerstone of protection programming, as it ensures that survivors receive timely, confidential, and appropriate support services tailored to their needs.
Government offices, law enforcement agencies, One Stop Crisis Management Centers (OCMCs), and Local governments, play a critical role in the prevention, response, referral, and coordination of GBV and protection cases. However, gaps and inconsistencies in knowledge, skills, and the practical application of standardized case management approaches have been observed across these institutions. These gaps can affect the quality, consistency, and effectiveness of services provided to survivors.
To address these challenges, a three-day Case Management Training is planned to strengthen participants’ technical understanding and practical competencies in managing GBV cases in line with national guidelines and best international practices. The engagement of a qualified consultant is essential to design and deliver this training, provide expert guidance, and ensure that the capacity-building intervention is practical, standardized, and aligned with survivor-centered principles.
4. Objective of the Assignment
The objective of this assignment is to engage a qualified consultant to design and deliver a comprehensive capacity-building intervention aimed at strengthening ethical, survivor-centered, and coordinated GBV case management practices among key stakeholders. Through this assignment, the consultant will support government offices, law enforcement agencies, and One Stop Crisis Management Centers (OCMCs) to effectively manage GBV cases in line with national frameworks and international standards.
The specific objectives are to:
- Strengthen institutional and individual capacities of government, police, and OCMC representatives in effective GBV case management.
- Enhance participants’ understanding of GBV guiding principles, relevant legal frameworks, and ethical standards.
- Build practical skills on the GBV case management process, including safe documentation and information management.
- Improve coordination mechanisms, referral pathways, and inter-agency collaboration for GBV response.
- Facilitate the application of learning through case studies, simulations, and hands-on case management exercises.
5. Training Duration and Venue
Duration: 3 Days
Venue: To be determined by the organizing agency
Daily Session Duration: Approximately 6–7 hours per day
6. Target Participants
· Representatives from relevant government offices
· Representatives from local government
· Security forces involved in GBV response
· Staff from One Stop Crisis Management Centers (OCMC)
· Other frontline GBV service provider
Expected number of participants: 30
7. Training Methodology
The GBV Case Management Training will adopt a participatory, learner-centered, and practice
The methodology will ensure a safe and respectful learning environment, promote confidentiality, and encourage active participation, while emphasizing practical application and sustainability of learning beyond the training period.
8. Training Content (Indicative)
Day 1: Conceptual and Legal Framework
- Overview of GBV and protection issues
- Survivor-centered approach and guiding principles
- National and international laws, policies, and referral mechanisms
- Roles and responsibilities of stakeholders
Day 2: Case Management Process
- Introduction to GBV case management
- Case intake and assessment
- Case planning and service referral
- Documentation, confidentiality, and data protection
Day 3: Practical Application and Coordination
- Sample case management exercises
- Role-play and simulation of GBV cases
- Inter-agency coordination and referral pathways
- Challenges, lessons learned, and action planning
9. Excpeted Deliverables
The consultant/firm shall deliver:
· Enhanced knowledge and skills of participants on GBV case management
· Improved understanding of survivor-centered and ethical response
· Strengthened coordination among government, police, and OSCMC actors
· Participants can manage GBV and protection cases using standard procedures independently
10. Monitoring and Evaluation
· Pre- and post-training knowledge assessments
· Daily feedback and reflection sessions
· Final evaluation to assess training effectiveness and learning outcomes
11. Reporting Line
The consultant will report to GARVA, RDC Nepal’s Project Coordinator.
12. Time Frame
The estimated input of the consultant is 5 days (1 day for training preparation, 3 days for delivery of the training, and 1 day for post training reporting and documentation).
10. Required Qualifications
For Individual Consultant:
- Master’s degree in Gender Studies, Law, Sociology, Development Studies, or a related field.
- Minimum 5 years’ experience in GBV, case management, gender equality, policy development, or local governance.
- Experience working with Government organizations. INGOs/NGOs on GBV programs.
- Strong facilitation and report-writing skills in English.
For Consultancy Firm:
- At least 3 years of registered experience conducting research, policy development, or technical support on GBV.
- Team Lead with the above qualifications.
- Proven experience working with local government structures.
11. Terms of Payment
Payment will be made upon completion of assignments and submission of all the required documents.
